For years, Fahima Deeb has managed to maintain a fragile peace between Resonants - those with supernatural gifts - and baseliners. But the Black Rose Faction, a militaristic organisation of Resonants who are controlled by an increasingly unhinged Patrick Davenport, is undermining Fahima's diplomacy, pushing instead for a violent takeover of the United States.
With nowhere to turn and few she can trust, Fahima must rely on uncertain allies: Carrie Norris, whose illusion of a normal life vanishes at Fahima's reappearance; Emmeline Hirsch, adrift ever since Fahima untethered her from her ability to travel through time; and Clay Weaver, a retired soldier fighting to keep his husband and son out of the clutches of the Black Rose Faction.
