Smart City (Smart Community o Città Intelligente) si riferisce ad un ambiente urbano in grado di agire attivamente ed efficacemente per migliorare la qualità della vita dei propri cittadini attraverso l'impiego diffuso e innovativo delle Tecnologie dell'Informazione e della Comunicazione (ICT). Obiettivo di questo testo è presentare le linee guida principali della proposta della Comunità Europea in tale ambito, la sintesi di quanto della proposta europea è stato recepito a livello normativo in Italia, lo scostamento eventualmente rilevato tra quanto previsto dalla Comunità Europea e quanto proposto in ambito nazionale italiano e la stima dei punti di forza e di debolezza individuati comparando le diverse normative. In aggiunta, si propone di elencare alcune considerazioni in merito alle principali iniziative avviate, descrivendo lo stato dell'arte e lo stato di avanzamento in merito all'effettiva realizzazione dei progetti proposti fino ad oggi (maggio 2013).
