This paper on the subject of "The Organization of Naval Command" is designed to develop in somewhat greater detail the views on command expressed in Chapters II and III of the pamphlet "Sound Military Decision". It proposes to set forth the manner in which the theory of military command has been given practical application in the case of the United States Navy. Parts describe the naval high command (command vs. administration, organization of the Navy Department, organization of the Office of Naval Operations, coordination of the National Command, the American System of Naval Command, basic fleet organization, and command functions and administrative activities) and the commander, staff, and the command (authority, responsibility, duties, Chief of Staff, and organization).
