Die Bundesanstalt für Arbeit ist darauf ausgerichtet Arbeitslosigkeit zu verhindern, bereits eingetretene zu beseitigen und Betroffene finanziell abzusichern.Doch trotz dieser Ziele steigen die Arbeitslosenzahlen und bei lang anhaltender Arbeitslosigkeit droht der finanzielle, wie auch der soziale Abstieg des Betroffenen.Ist es nicht Aufgabe der Sozialpolitik mit dem sozialen Sicherungssystem solche sozialen Notlagen zu lindern und/oder zu beseitigen?Oder ist sie dazu da, soziale Notlagen systematisch zu zulassen?Die historische Entwicklung der staatlichen Sozialversicherung zeigt, dass es dem Staat damals nicht um die Beseitigung sozialer Notlagen ging. Denn die ab 1883 eingeführten Staatsgesetze galten zunächst lediglich der besonders „qualifizierten und deshalb privilegierten Schicht männlicher Arbeiter".
