Ausgehend von einer staatstheoretischen Fassung der Europäischen Union (EU), im Anschluss an Antonio Gramsci und Nicos Poulantzas, betrachtet der Autor die europäische Beteiligung an der Herausarbeitung des Welthandelsregimes. Den Kern der Arbeit bildet eine empirische Analyse derjenigen Hegemonieprojekte, die innerhalb des europäischen Ensembles, vermittels der TTIP an der Fortbildung des Welthandelsregimes arbeiten. Methodisch und theoretisch stützt sich der Autor insbesondere auf die Arbeiten der DFG-Forschungsgruppe "Staatsprojekt Europa" um Sonja Buckel, Jens Wissel und John Kannankulam.
