Does the Elephant Dance?

India today matters, and thus its foreign policy matters at the global level. But India's world view is difficult to grasp for those who have grown up thinking of the West as the perpetual centre of global management. This relates to history, to a lack of knowledge in much of the West of Asia and its history, and to the reality that India, having had to tend since Independence above all to its economic development, neither sought nor achieved significant international profile until its economic reforms of the 1990s, and its subsequent economic growth, created a new reality in which India's voice is sought out, even if it is often poorly understood. Does the Elephant Dance?, drawing primarily and extensively on a wide range of Indian views, seeks to explain what issues and partners most command Indian attention and why, and what shape its foreign policy could (and sometimes should) take in years ahead.
