Deswegen wird sich auch die Frage anschließen, warum Cicero der idealen Verfassung einen solchen Mann an der Spitze des Staates überhaupt beigibt. Welches Ziel verfolgte er mit der Konzeption eines solchen „Lenkers"? Um letztere Fragen beantworten zu können, ist zunächst eine umfassende Betrachtung der Textstellen notwendig, durch die das Bild des idealen Staatslenkers gleichsam mit Inhalt und Farben gefüllt wird. Erst wenn die erste Frage nach Ciceros genauer Vorstellung des ‚optimus civis' beantwortet ist, wird es möglich sein, die Rolle zu erörtern, die ein solcher Mann im Staat innehaben sollte und schließlich eine Antwort auf die Frage zu finden, warum solch eine Position im Staat überhaupt vorhanden und ausgefüllt werden muss.
