Description
Vor etwa 50 Jahren herrschte die Auffassung vor, daß das Handwerk keine Zukunft habe, weil ihm die fortschreitende 'Industrialisierung den Boden ent ziehen werde. Diese Ansicht hat sich jedoch weitgehend als irrig erwiesen, wie sich an Hand der Beschäftigten- und Umsatzzahlen des Wirtschaftszweiges Handwerk eindrucksvoll zeigen läßt. So waren im Jahre 1961 in den Hand 1 werksbetrieben der Bundesrepublik, ohne Saarland und Westberlin, 3,8 Millio nen Personen, einschließlich der Betriebsinhaber, beschäftigt; der Gesamt umsatz erreichte in demselben Jahr eine Höhe von 82,8 Milliarden DM. Im Ver gleich hierzu hatte die Industrie 1961 etwa 8 Millionen Beschäftigte (ohne Be triebsinhaber) bei einem Jahresumsatz von ungefähr 278 Milliarden DM2. Die Meinung, das Handwerk würde seine im Laufe mehrerer Jahrhunderte aus gebaute und gefestigte Stellung sowie erworbene Bedeutung verlieren, war jedoch nicht völlig falsch. Den selbständigen Handwerker von der Art wie um die Jahr hundertwende und bis zum Beginn des ersten Weltkrieges gibt es kaum mehr. Immer wieder unterbrochen durch die Ereignisse und Erschütterungen der da zwischenliegenden Zeit, hat sich mit seinen Aufgaben und Existenzbedingungen eine noch nicht abgeschlossene weitgehende Wandlung vollzogen, die durch die Änderung seiner Funktionen in Wirtschaft und Gesellschaft herbeigeführt worden ist. Es ist notwendig, sich Gedanken darüber zu machen, in welchen Formen und in welchem Ausmaß sich das Handwerk weiterhin entwickeln und behaupten wird. Die industriell geprägte Gesellschaft ist es, die den handwerklich be triebenen Gewerben ihnen angemessene Aufgaben stellt sowie Möglichkeiten bietet, diese Aufgaben zu erfüllen, und die damit für die Zukunft des Handwerks richtunggebend ist.
