शरद जोशी जिस समय लिख रहे थे, भारतीय राजनीति समाजवाद की आदर्श ऊँचाइयों और व्यावहारिक राजनीति की स्वार्थी आत्म-प्रेरणाओं के बीच कोई ऐसा रास्ता तलाशने में लगी थी जिससे वह जनता की हितैषी दिखती हुई व्यवस्था और तंत्र को अपने दलगत और व्यक्तिगत हितों के लिए बिना किसी कटघरे में आए इस्तेमाल करती रह सके। लम्बे संघर्ष के बाद प्राप्त आजादी बहैसियत एक नैतिक प्रेरणा अपनी चमक खोने लगी थी। शासन, प्रशासन और नौकरशाही लोभ और लाभ की अपनी फौरी और निजी जरूरतों के सामने वृहत्तर समाज और देश की अवहेलना करने का साहस जुटाने लगी थी। सड़कें उधड़ने लगी थीं, और लोगों के घरों के सामने महँगी कारों को खड़ा करने के लिए गलियाँ घेरी जाने लगी थीं।शरद जोशी ने भारतीय व्यक्ति के मूल सामाजिक चरित्र के विराट को परे सरकाकर आधुनिक व्यावहारिकता के बहाने अपनी निम्नतर कुंठाओं को पालने-पोसने वाले भारतीय व्यक्ति के उद्भव की आहत काफी पहले सुन ली थी। उन्होंने देख लिया था जीप पर सवार होकर खेतों में जो नई इल्लियाँ पहुँचनेवाली हैं वे सिर्फ फसलों को नहीं समूची राष्ट्र-भूमि को खोखला करनेवाली हैं।आज जब हम राजनीतिक और सामाजिक नैतिकता की अपनी बंजर भूमि को विकास नाम के एक खोखले बाँस पर टाँगे एक भूमंडलीकृत संसार के बीचोबीच खड़े हैं, हमें इस पुस्तक में अंकित उन चेतावनियों को एक बार फिर से सुनना चाहिए जो शरद जोशी ने अपनी व्यंग्योक्तियों में व्यक्त की थीं।
