Charakteristisch für die auf Dauer angelegte „antagonistische Kooperation" der Tarifpartner in Deutschland ist, dass die weit überwiegende Mehrheit ihrer Verhandlungen vergleichsweise „lautlos", arbeitskampffrei, hinter verschlossenen Türen, fern öffentlichen Interesses und bar jeglicher Massenmedialer Aufmerksamkeit abläuft."Was aber geschieht, wenn, wie gerade in den letzten Monaten verstärkt zu beobachten, Tarifverhandlungen nicht mehr „lautlos" über die Bühne gehen und es eben doch, von heftigem Aufsehen in den Medien begleitet, zu Arbeitskämpfen kommt? Die Streikthematik scheint gerade in den letzten paar Jahren an Aktualität gewonnen zu haben, obwohl Deutschland im europäischen Vergleich nach wie vor als ein sehr streikarmes Land gilt, was nach Analyse vieler Forscher sowohl auf Flächentarife als auf die „sozialpartnerschaftliche Einbindung" durch die Mitbestimmung zurückzuführen ist.Streik wird generell als ökonomisches Phänomen betrachtet. Es hat sich allerdings als schwierig erwiesen, gute theoretische wirtschaftliche Erklärungen für dieses Phänomen zu finden, da immer wieder auf die Irrationalität dieses Macht- und Durchsetzungsinstrumentes der Gewerkschaft hingewiesen wird. Eine passende Beschreibung für das Problem der Streikanalyse hat Hicks 1963 mit seinem sog. „Hicks Paradox", auf den sich die traditionelle ökonomische Streiktheorie zumeist beruft, bereits frühzeitig geliefert:„ If one has a theory which predicts when a strike will occur and what the outcome will be, the parties can agree to this outcome in advance, and so avoid the costs of a strike. If they do this, the theory ceases to hold."[...]
