Studienarbeit aus dem Jahr 2003 im Fachbereich Politik - Politische Systeme - Allgemeines und Vergleiche, Note: 1,3, Eberhard-Karls-Universität Tübingen, Sprache: Deutsch, Abstract: Großbritannien liegt nicht nur geographisch auf einer Insel. Im Zuge der europäischen Integration wurden und werden immer wieder Schwierigkeiten deutlich, die in Großbritannien im Vergleich zu kontinentaleuropäischen Staaten besonders ausgeprägt sind. Ein Beispiel sind die zähen Verhandlungen auf der Regierungskonferenz von Maastricht 1992 sowie die Diskussionen in Großbritannien um die Einführung der Wirtschafts- und Währungsunion. Will man die Gründe für das Auftretung dieser Probleme verstehen, bietet es sich an sich die von der kontinentalen Tradition unabhängige Entwicklung des Rechtswesens und des politischen Systems in Großbritannien zu vergegenwärtigen. Der Grundsatz der absoluten Parlamentssouveränität ist dabei als zentraler Aspekt anzusehen, der insbesondere die Kontinuität der britischen Haltung auf EU-Ebene erschwert.Kommt die Übertragung von Souveränitätsrechten auf von der nationalstaatlichen auf die EU-Ebene im Fall Großbritanniens dem Versuch einer Quadratur des Kreises gleich? Mit anderen Worten: Ist das politische System Großbritanniens aufgrund seiner starken, an die britische Nation gebundenen Stellung des Parlaments als alleinigem Souverän überhaupt in der Lage, sich in ein Mehrebenensystem wie das der Europäischen Union zu integrieren? Diesen Fragen wird in der vorliegenden Arbeit insbesondere mit Blick auf Struktur und Arbeitsweise in den beiden Kammern des Parlaments und auf deren Einfluss auf das Regierungshandeln nachgegangen. Das Zweiparteiensystem, das Mehrheitswahlrecht und die Praxis des britischen Unterhauses, Machtdemonstrationen der beiden großen Parteien einer differenzierten Deliberation vorzuziehen, stellen dabei einen Ansatzpunkt dar.
