一九九一年秋，扼守美西大門的洛杉磯，是全球擁有華人和過往華人 最多的海外城市，憑著一股對文學的熱愛「北美洛杉磯華文作家協會 」（North America Chinese Writers' Association, Los Angeles）於焉誕生。 


洛城作協的文友們本著以文會友、以友輔仁、相互合作、相互切磋的精神，和本身對文學的愛好與執著，人人都為這個大家庭貢獻心智， 出錢出力。

二十多年來，除了舉辦過無數次文學演講、座談、會員新書發表、節慶聯歡會外，每年一度隆重舉辦大型文學系列饗宴《名家講壇》，邀請享譽國內外知名作家蒞臨演講。還與《世界日報》圖書部合辦圖書大展，贈書國內外各大圖書館典藏。每年出版會刊《洛城作家》、《 會員文集》、《作家之家》等等，於世界華文創作中佔有一席之地。 2016年會長彭南林創議編輯會員「作家傳記?，受到熱烈反響， 好評如潮，空前創舉，誠為北美洛杉磯華文作家協會的里程碑。
