Während Fragen über Bildung in den unterschiedlichen Lebensphasen von Kindern und Jugendlichen aktuell breit diskutiert werden, scheint Jugendarbeit zu einem Randthema der fachlichen Auseinandersetzung geworden zu sein. Ihr droht die Marginalisierung. Jugendarbeit muss sich daher immer wieder neu legitimieren. Dabei gilt es, die sich wandelnden Interessen und Bedürfnisse von Jugendlichen zu berücksichtigen und unter dem Eindruck knapper werdender Ressourcen bzw. der Neuordnung der Mittelverteilung die Qualität von Jugendarbeit unter Beweis zu stellen.Wie dies gelingen kann, ist Thema dieser Arbeit: Welche Aspekte muss ein Modell der Steuerung der Jugendarbeit und ihrer Qualität beinhalten, wenn es den unterschiedlichen Motiven der verschiedenen Akteursgruppen in diesem Arbeitsfeld gerecht werden will? Die grundlegenden Hypothesen dabei sind: a) Jugendarbeit steht aktuell unter hohem Legitimationszwang. b) Es bedarf einer fachpolitischen Debatte darum, was Jugendarbeit leistet, leisten kann und leisten soll. c) Es bedarf einer Konzeptionalisierung für 'Qualität' in der Jugendarbeit. Diese muss durch Aushandlungsprozesse fachlich und politisch gesteuert werden.
