At the sametime, the complexities therein involved requireissues peripheral to the central issue, butespecially germane to the general operation of theConvention to be taken into account. Issues of policyand reform are, consequently urged and discussed. Allof this necessitates an analysis of and commentary oncomparative case law and literature.It should be of interest and importance to scholarsand practitioners of international family law.
